"Early in the 21st century, Liaoning introduced China's first automatic chronograph, based on the design of the ETA 7750. Of even greater significance was the development of their tourbillon movement, which offers unrivalled value-for-money for such a complicated feature and has been a major successs in watches assembled by Million Smart Enterprises. This movment was even used for the 150th anniversary watch of the prestigious British Horological Institute.
Ebauches of the tourbillon movement are currently supplied to a Swiss company (name omitted by request) who assemble them for their own brand of Swiss watches. Given the higher component cost of a tourbillon movement it is fair to say that in order to meet 'Swiss Made' rules, the Swiss component value in such movements would be relatively higher than other Swiss-finished Chinese ebauches. Interestingly, the Liaoning Watch Factory catalogue shows an example of the movement featuring the distinctive 'CP' logo tourbillon carriage of the Swiss client watches"

"As for the quality of the BHI... Given that the British Horological Institute chose a Chinese tourbillon as their 150th anniversary edition, I think you can be confident that this is a decent piece of engineering. I mean the BHI are people with a deep interest in watches and how they work. They are fully aware of the shortcomings of a sub-$1000 Chinese tourbillon versus a $50,000 Swiss one, but still they wanted this watch to bear their logo. And then they did a re-release the next year."
